That's true but this is a different situation - in the newest rent law revision if the apartment is legally registered over $2000 then even if it's not worth that much, if the person is paying under $2000 it still is decontrolled.

: I was under the impression that you cannot waive your rights under rent regulations, unless by Stip. I would follow up on this- go talk with a caseworker at DHCR-this sounds like a conditional rental- meaning that you HAD to sign(that it wasn't rent stabilized) as a condition of getting the apartment.
