withholding rent legally/ or deducting costs from rent

I have a scuzzy landlord, and have written 2 formal letters to him and to the realtor who rented us the place in park slope, brooklyn. we do not have a front door lock to the building (it's been broken for 5 months), nor do we have a lock to the roof door (which is accessible from other roofs on the street). As nothing is being done re: locks - can i legally write another letter to the landlord telling him that i plan to call the locksmith on my own, and deduct the costs, and time and effort from the next months rent. i do not want to do this work, but this is now a safety & security issue as there have been 2 incidents w/ homeless people in the hallways.
