i beleive the law states there must be at least two feasible exits from an apartment, the front door counting as one. my apartment also has non-opening bars on all the windows but it has a back door. if there is nothing that could qualify like that, you should be able to demand that your LL install an actual fire exit window (unlockable bars, maybe one of those accordian-like metals screens, fire escape).
