You're not living in Williamsburg are you? After looking at a few spaces in Williamsburg, my impression was that that area is loaded with "sketchy" apartments, and equally sketchy landlords. As to the fire exit law, if I recall, any window gates/grills must be FDNY approved, and I think there must be some kind of label on them saying so. As someone else mentioned, the Fire Dept. should definitely know the law...
