If nothing else helps... In the Soviet Union, there was a tradition of putting rugs ON WALLS. For this exact reason -- some walls were real thin and the rugs absorbed noise. You can also try an eye-for-an-eye tactics: play something on full volume as soon as you hear something disturbing from a neighboring apartment.
