That what most radio stations have carpeting on the walls to absorb the outside sound and the airconditioner sounds, also recording studios....

so its not unheard of to buy some fairly thick carpet, and make a frame and screw it to one wall.....there are some sound blocks made of high density foam but they arent cheap, come in 2x2 foot panels and you can attach them with double stick carpet tape to the walls...

: If nothing else helps... In the Soviet Union, there was a tradition of putting rugs ON WALLS. For this exact reason -- some walls were real thin and the rugs absorbed noise. You can also try an eye-for-an-eye tactics: play something on full volume as soon as you hear something disturbing from a neighboring apartment.
