if you are not rent-stabilized/rent-controlled, he can raise it to whatever he wants to, and yes, it is legal.
as far as just 'telling' you to leave, no, he has to wait until your lease is about up and notify you that it is not being renewed, then you will have to leave. (again, asumes no rent-stabilization/control).
from your other post about the ll's noisy son, agree with dj, they've already told you that you aren't being renewed, and if the parties last till 3 AM, you should call the police every time it happens, make the ll's and his son's life as miserable as they'll make yours.
