Withholding, some rent....lack of heat

I'm a student renting in Whitewater, Wisconsin. The building has about 36 units, is 10yrs or older w/ rent paid by the semester ($1800.00@sem.). We barely have any heat entering our apartment, and heat is included in the rent. I've called about 2 times last semester, and my roommate at least once to see about the heat. I've called once already a couple weeks ago. The only thing that was done was to turn the heat up, but I think the problem is with the vents themselves, which you can feel the heat if you stick your fingers in, but they do not radiate from the vents at all. We use portable heaters to heat our rooms, which adds to the electric bill every now and then.

I feel as though I should have gotten some money back for barely any heat last semester, and hold some money this semester till its fixed. If it's not, I think some money should stay in my pocket.
What is the correct/legal way to go about this?
