Telephone service during renovations

My building is city owned and currently under renovation. I have been temporarily relocated into an apartment in the same building that has already been renovated, but this apartment does not have a telephone jack. My question is "Can I be reimbursed for the cost of having a jack installed into an apartment that I will only be in temporarily? If not, does that also mean that when I move back into my original apartment, will I again have to pay the cost of a telephone jack installation?"
