perhaps you have been in the practice of submitting only one single check to the landlord for the rent each month. you could ask your LL to add the third roommate onto the lease and then submit checks totalling your share plus the the 3rd roommate's share. then the errant roommate's rent becomes a matter for the landlord. if the guy is living somewhere else (primary residency) the landlord will probably pursue eviction on that basis. if nothing else, you should tell this roommate that you are going to do this since he's not responding to you. i bet you will be seeing a lot more (or a lot less of him) after that.
