I think the other poster had a good suggestion, about afixing the dish to something other than the housing structure itself. I'd guess the landlord has every right to not allow you to alter the structure in such a way. Also, of course the FCC or the satellite dish carrier is going to say she cannot put such a restriction on you, because they want to sell their dishes! But I'd wonder what the real law is on this, and whether landlords MUST allow you to afix a dish to their building's external structure...
