The issue in the original thread was a landlord's request, under the provisions of the Housing Maintenance Code (HMC), for a tenant to supply the names of all people living in the apartment. There is a similar provision in the Rent Stabilization Code (RSC).
It had nothing to do with a landlord's request for a tenant's Social Security number on a W-9 form for security deposit interest.
