you were a landlord, whether you admit or not. you accepted rent money from a tenant, you were the landlord, and now have to deal with all the same things landlords do with tenants who won't pay, or decide to use the system to their best advantage. you should probably be happy that she just didn't stay, trash the place, and steal all your stuff while you were at work.
you have to follow the full, legal process, for better or worse. isn't rent control/stabilization wonderful too? that's what got you the overcharge complaint.
