How could you have the same problems in an unregulated unit which the name implies is unregulated,so it would be up to you what you charged and so the problem is due to the Rent stab laws.
Me again may not be very subtle,however I would agree.
My opinion on the problem would be to send DHCR a letter stating that it is not your signature,etc and if they wish for samples of your signature they may have them on request.
You are innocent untill they prove guilt,not guilty till you prove you are innocent,let them supply a handwriting expert.
