The housing codes provide for minimum security, but not maximum. As long as it doesn't materially interfere with your access to your apartment, the LL can impose any security measures they want.

BTW, LL's do this kind of thing to squeeze out illegal sublets. Now with the roommate thing in the DHRC code, they have extra incentive (the roommates will now have to be declared to the LL to get cards). However, it does improve building security.

: I live in a Rent Stabilized NYC building.. Our Landlord announced via memo last October that a Key Card Access would be installed on the front door of the building. The memo reads as follows:

: 1. We will enroll and provide to tenants, free of charge for the first time, access cards to the tenants on the lease and the immediate family members living with them.

: 2. Requests for all additional cards for roomates, regular cleaning persons, etc. should be in writing and notarized, stating the name of person's. Each additional card will cost $25

: 3. Replacements for lost, stolen or broken cards will cost $25 each.

: 4. Broken and unused cards should be surrendered for deactivation.

: On February 5, 2002, TWO WEEKS prior to the installation of the new key card access system. The new memo now requires, in addition to a notarized list of each additional recipient of a card (roomates, cleaning person).. now they are demanding a copy of a photo ID for each recipient as well.

: Our tenants group believes that this is a violation of our leases, (there is nothing in our standard rent stablization leases that covers this issue). Our tenant's group lawyer is working on it to find out our rights...

: Also, I was informed by the security expert when picking up my personal key that any additional keys will be connected to the tenant by a numbering system.

: Does anyone know the law on this issue.. Is there anything which allows for the demanding of photo IDs for the additional cards..?
