Tenants & Neighbors made a deal with Shel Silver in 1997 and declared victory -- while most tenant activists knew it was the worst defeat ever (see the newsletters from that period). Six years later they suddenly discover rent regulation is hemorraging? When has anyone recently heard a Democrat complaining about DHCR's failure to watch landlords avoiding registration?
