extra keys

I have a question for anyone out there with inside knowledge. i live in a rent stabalized apartment in the LES.

i have asked the management company for an extra key to the building so that my out of town girlfriend can get in when i am at work. the front door key is a multi-lock system "do not duplicate" key. management claims the replacement fee for a new key is $150 - at a local hardware store I was quoted $9.

Can management deny me access to a second key by charging such a high rate? they say it is to discourage people from losing their key. What can be done to force them to give me a key at cost. Can I say my girlfriend lives there? Would they charge me more in rent?
