Changing terms of the lease on a renewal

In a Rent Stabilized building, the landlord has sent RTP-8 lease renewals to tenants. The original leases and previous RTP-8 renewals did not contain any provisions about penalties for late fees.

This year, the renewals include a rider stating that rents paid after the 10th of the month are subject to a 5% late fee. What law allows for the colletion of late fees? Can the rider be added to the terms of a lease on renewal, when it was not a condition of the original lease and previous lease renewals?

Can the landlord refuse to renew the lease if the tenant does not sign the rider?
