The RSA is a trade group, not a PAC. The window guard law requires landlords -- not any city or state agency -- to distribute the notices. I wish the administrative burden of print, distributing, collating, etc., window guard notices fell on the city.

The RSA does this as a service (at a per unit price) for landlords. The RSA form is the same in substance the form promulgated by the DOH. Permitting a non-substantive change in order to make distribution of legally required notices easier is usually called good government.

:Does anyone know how and when this took place? It sets a pretty dangerous precedent, when a rich landlord PAC can function in place of the government.

The RSA has done this as long or almost as long as the window guard law has been in effect.
