How Much Notice Before A Rent Increase?

The good ol' landlord told our neighbors (he owns my house and
the houses on each side of ours) that all of our rent will be
increased 11%.

Thing is, he told them (hasn't mentioned it to me) 7 days
before the rent is due.

Our lease doesn't address the issue of rent increase noticifation,
the closest thing is that we have to give him 30 day notice if
we plan to move out.

Is there a minimum or maximium time allowed to serve an increase
notice before the due date?

Since the dude hasn't told us directly that we him more rent,
should we just pay him the old amount and then pay the increased
amount starting Aug 1st?
