I'm looking for advice or references.

I moved out of my apartment in Baltimore on March 31. I left the landlord
a forwarding address where I expected him to send a refund of most, if not
all of my security deposit. As of the beginning of June I had not received
anything. I sent a letter requesting the refund that he should have received
by June 10. Still nothing has arrived.

Can anyone offer advice as to how to go about collecting the refund?
I am currently residing in the Philippines and can't easily ring up the
Attorney General's office in Maryland.

Thanks for any advice or shared eperiences in Baltimore.
