That's DHCR enforcement. They will not do anything because she is not a
tenant in occupancy and they don't deal with discriminationn issues.
It's beyond their jurisdiction. Even if it were,
DHCR is notorious for giving landlords green lights.

The "Tan Book" is a good book (essential for a real tenant advocate), but it is
just text of various laws (none dealing with discrimination) -- and we have
the important laws online here anyway.
The best place is the NYC Human Rights Commission.
