Moving to NYC

The Air Force is moving me to the Riverdale area of the Bronx in mid-July.
I've lived in Iowa, Ohio, Montana, Texas, Iceland, Baltimore, and, most
recently, Alabama, but I'm nearly completely baffled by the variety of
terms and things I'm hearing as I do preliminary research on rental
housing in the NYC area. Being military, my income is fixed. While I
receive a housing allowance, it is calculated to only cover about 60% of
my total housing costs. It looks as if it may not cover that much in the
New York area.

In the past, I've moved to an area, looked in the local paper or other
advertising media, found a property or two that looked promising, called
the number and worked from there. Usually I've had little or no trouble
finding suitable housing. I'm accustomed to single family housing, but
realize this will not be possible in NYC. I'm concerned about fees,
commissions, rent control, and other terms which appear somewhat
unique to the NYC area. Are fees and commissions for rental property
the norm? What does rent controlled mean?

I've been looking over the areas listed on this web page, and can't tell if
all or just a little of the vast amount of information applies to me. Some of
it is downright disconcerting to read. I can't tell where to start. If folks
monitoring this area would take a few moments to explain one or
all of these things and perhaps offer some advice which will help me
secure safe, comfortable housing (I'm trying for a 2 bedroom apartment
or similar) which won't bankrupt me, I'd appreciate it. Guidance on
particular areas I should be concerned with as a newcomer on this
web page would also be appreciated.
