Yes, tenants definitely have to get active and not take rent
regulations for granted. Every building owner I know is making
plenty of money. They are guaranteed an increase every year or two
and it is compounded. The small building owners who are having
trouble making money are definitely in the minority - and no one
forced them to buy a rent-regulated building.
So they want to displace millions of people for greed. And there
are people with money who will pay more for your apt.
