You're talking about harassment. In New York, despite there being a
harassment provision in the Rent Stabilization Code, it's rarely (if
ever) enforced. In court it's also difficult to prove as the emphasis
and burden is improperly on the tenant -- to prove that you have been subject to
"intentional infliction of emotional distress" and that can involve
psychological examination of the tenant and examination of the landlord's
motive -- instead of doing the obvious -- looking at the actions of
the landlord.
