That's because, despite the agency's denials, we're fairly certain the agency
"pulled" a number of decisions (presumably in favor of tenants) before
publishing this database -- which only covers 1990-1994. They also pulled
what they claim are "non-substantive" decisions -- as if they should be
the decider of what is and what is not of value to the public.

At the same time DHCR is denying the body of case law to tenants, they are
freely giving it away to the landlords. A highly-placed DHCR official
told me a while back that certain real estate entities were on a list to
get this stuff, but that tenants were omitted. ANother highly-placed DHCR
official stated they would not give the decisions to tenants because "they
were not required to do so."

We are in the process of seeking the rest of DHCR's case law hidden from the
public through a Freedom of Information Law (FOIL) request. The agency has
denied this request stating that all their Administrative Decisions are
under a commercial copyright. This doesn't pass the giggle test and we're
in the process of suing DHCR. You will hear more about this. If anyone
