That's the first step -- to articulate very specifically what the problem is
and why current law needs to be changed. Then it's a matter of doing
research, lots of it. Understanding the problem and looking at alternative
ways of fixing it will help. Of course the most crucial step is getting
a bill introduced and building support for it. Whether you are dealing
with the state legislature in Albany or City Council, you have a lot of
divergent opinion on tenant issues, and truthfully, it's almost gridlock.
It may take a long time, but you need to build a concensus that the solution
is viable and build public opinion. If you're not ready for several years
of working night and day on it, then pass. On the other hand, it's not
impossible and if you're one of those rare persons who can put all the
elements together, then go for it. You have a built in audience here.
Float the ideas here and see if you can get people to sign on to the
effort.
