No Water!

My parents live in a rent stablized apt. in a Co-Op building. They
have had No Water for five days. They called everyone under the sun
including ch.7 news. They came to the house and did an interview. someone
called my parents house and said that the news truck was being vandalized.
within hours the water came on. The next day the water was turned off
again. The water tank on the roof had bricks and wood stuck in the pipe.
they have been complaining about low water pressure for years. The
landlord was working on the roof for three years or more with out a permit.
My parents want to know if they are entitled to a reduction in rent for
the five days they were without water. What recourse do they have?
They don't have the means to hire an attorney to fight the landlord for
three years.
