I'm not sure but what I read about the assembly proposal is that it calls for "the elimination of apartment leases, entitling tenants to permanent occupancy with periodic rent hikes decided by the city Rent Guidelines Board". I've also read that the assembly proposal stands "no chance" of approval without amendments but it's a starting point for negotiations with the senate. The assembly, senate and Pataki all have to come to some agreement or the rent regulations will automatically expire in June.
