: If the Rent Regs are allowed to expire, stabilized tenants are in place
with unexpired leases of varying lengths. They would have a little time
to look for a new home, if lanlord hiked the rent to an unaffordable
level. But what would happen to rent controlled tenants, who have no
leases, on the day after the regs ended? If their landlords tripled
rents on June 16th, would these folks be out in the street if they
couldn't pay? Have the RSA and their political pals made any provisons
for this eventuality?

Probably not as they know that it won't happen. They want to weaken
the laws severely (on their terms), but not abolish the laws. What
other system gives landlords guaranteed profits and a guaranteed
income stream? Even Pataki, who will run for re-election in 1998,
knows this. If the eventuality does occur though, I don't think you
would see mass evictions the next day -- they would still need to
go through the court process. All the changes would take some time.
