I'm tired of hearing how the homes of 2.5 million tenants are in "jeopardy." The lowest income ceiling will be around $100,000 per year, meaning that something like 7% of the tenants will be impacted. Many will be able to afford the market rents and others will move. Many of these $100,000+ people have recently moved to Manhattan and are already paying market rents, so they won't be affected. Calm down everybody, the sky is not falling!!
