Ruth Messinger has an ad on the radio asking people (registered voters, I assume) to call her office to let her know whether or not there should be a referendum on the rent regulation issue. She seems to be taking the same position as Lt. Gov. Betsy M. Ross -- that the issue should be decided by the residents of the city, not by upstate politicians. Messinger's office number is 212 669 8300.
