How would Bruno define "elderly" and "low income"?

Like all rent regulated tenants, my husband and I are concerned that our rent stabilized apartment might be decontroled. Bruno has said that he would want certain people to be protected, Specifically, does anyone have any idea how "elderly" might be defined, and what happens if there are two people on the lease, with one elderly and the other much younger? Also, what might the definition of "low income" be, and what would make up one's "income" for this purpose? Would it be your adjusted gross income on your federal return?
