It's not that simple as politics is a study of contradictions.
Yes, the assembly is (on the surface) for continuation, but they're
more interested in staying in office and maintaining their powerful
committee chairmanships (with the perks). They're also interested in
keeping all the real estate oney that goes to the Democratic Political
Action Committee (surprised?) Shel Silver has never been a friend of tenants
and I've seen him support pretty nast landlord candidates. They want
you to think they are on your side, but that's why they are willing to
create a panic and when the laws are renewed (but with devestating
weakening) they can then claim they saved Rent Control. Pataki wants
one thing -- top be seen in the middle so he can be assured or re-election.
Once you examine the political motives, you start to get the picture.
Pataki has to play his game no matter what. Silver can create tremendous
smoke and mirrors and get all his co-politicians to create the impression
that they are really on your side -- to keep the onus and the
responsibility off of them -- which is where tenants must place the
responsibility if there is any chance of survival.
