The 6/15 start reinforces the connection
with the expiring rent laws.

Also, everyone is hoping it will be
settled before then.

If not, the rent increases will suck so
much discretionary spending out of
tenants' pockets that it will *seem*
like an upstate boycott - except they wont
be buying anything *else* either
