They may not want you to take photos, but there's no law against it.
I can understand their point -- someone could be casing the joint,
especially if the current tenant is vulnerable. I've never heard of
taking photos (that's what two good eyes are for). If/when you take
it (and when it's empty) I could see taking photos to compare against
the condition of the place when you leave -- so they can't invent
reasons for not returning the security.
