: We had a similar problem in my building, only not as serious as yours sounds. There have been court decisions holding the landlord liable for not providing conditions where tenants can enjoy the use of their apartments in safety. You might want to research these decisions and send them to your landlord with a letter stating there is precedent and you (the tenants as a whole) intend to hold him liable for anything that should happen to you or your property as a result of his failure to keep the front entrance locked and install an intercom if necessary. The issue about the mailman is completely bogus, by the way. Many buildings have their mailboxes in the lobby beyond a set of locked doors and there is a standard Post Office approved box that the landlord installs for which the mailperson has the key. Inside is a key to the building. This is standard operating procedure. By the way, in addition to locking the building's first entrance and installing an intercom, he is probably also required by law
