utility meter

The two unit property where I live has only one electricity meter.
The property manager-the owner is abroad-says I will need to come to
an agreement with the other tenant/s when they move in about splitting
the bill.
Should there be two meters-one for each unit?
If not,should the bill be in my name-which it will be-should the bill go to the
managers company and they bill each unit seperately?
Your advice would be greatly appreciated.
I live in San-Francisco.
