landlord liable for burglary?

My apartment was burglarized a few weeks ago.
Access was gained through my window which the only way to enter is
through an open window in the hallway. This window is always unlocked.
Even when cablevision comes they don't look for the super they just put
their ladder through this window.
Can I hold the landlord liable for improper security? I need this
information right away as I already have a case pending because of lack of
repairs. Also can someone explain what an abatement is?
