Faulty fridge wiring?

It seems that my fridge is too closely wired to the rest of my appliances.
Whenever I plug in one appliance, it causes the fridge's fan to hiccup --
and far too often, lights in my studio apartment flicker when the fridge's
fan kicks in. Just last night my halogen lamp went berserk, and only a few
days ago, the fridge knocked out all of my power. Yet all I had on at the
time was the halogen lamp. At night, I can hear the whine of the fridge as
it tries to rev up its fan, and it sounds like a wheezing cow.

This seems like a fire waiting to happen, but what can I say to my building
manager? She's aware that the fridge caused a power outage. Also,
considering the sudden power surges that the fridge's activity seems to
cause, I'm wary of what may happen to my stereo and microwave when I'm at
work.

Should the wiring be fixed at the building manager's expense?
