Changing roommates

We are three roommates. We are already living in the apartment, but the lease
hasn't been signed yet. One of us is be the sole leaseholder. The landlady
told him that even if one of us moves out, she will not allow a new roommate to
move in under any circumstances. Can she do that? Do we have any recourse?

Our lease applicant is unwilling to sign the lease under these circumstances.
It would mean that he could potentially be stuck living (and paying rent)
alone in a three-bedroom apartment.

She says that if he doesn't sign the lease and agree to these conditions by
Friday (today is Tuesday), we'll have to leave by the end of the month.
