I live in a rent-controlled apartment which is currently up for renewal.

The lease was originally under my father's name and I've been a tenant
there since the inception of the lease. As far as I know I'm entitled
to renew the lease under my name. I've notified the landloard that
I want to switch it to my name (he has yet to respond).

The question I have is will my rent go up when I do so?
