No, it's not because you're neighbors are not paying rent -- get that
out of your head. The owner is making a decision to not give you heat.
They might have other reasons to withhold rent, but that's not the point,
and it has nothing to do with the owner's obligation to provide HHW.

So document this with a log.

File a HP action and get a "poor person's" waiver of fees. See the court
section. There are many not-for-profit agencies that can assist you in this.

Don't blame the neighbors -- that's probably what he's telling you. He
wants to divide tenants so they blame each other. And maybe, just maybe
they did pay the rent.
