visiting restrictions

My boyfriend's landlord says that I am living at his apartment, using water, etc. I stay over 2-3 nights/week. DON'T use any water, wash clothes, take a shower, etc. She is trying to restrict the number of days and hours that I can be at his apartment. I have my own apartment and do not live at his house. Does anyone know of any law regarding this issue of a landlord trying to limit visiting because she thinks I'm living there and believes it is morally wrong. How can she do this if he pays his rent every month?
