The issue of having carpeting or not to myself really does not make a difference.
I do not have carpeting in my apartment (although my lease requires so) but
my husband and myself are always careful not to disturb our downstairs
neighbor. However, my upstairs neighbors who our landlord claims to have
carpeting (since we have complained about her since we have moved in two years
ago) is a nuisance with her walking and her large dog roaming about. Even
if they insist they have carpeting we can clearly hear her commotions. I
am at wits end with her and her cocky attitude but that's another story.
So to say that carpeting is the answer, that I do not believe. What I do
believe in is common decency and courtesy which few have and should be
included into the lease as a rule of must.
PS. Our neighbor below has never complained about us because we make it
our business not to disrupt others especially at odd hours. I just wish more
neighbors were like us.
