You probably can't get refunded. You might be able to file by mail, but
check with the FL small claims court if this is possible. Also check
with the FL attorney general's office as generally they would
have jurisdiction.

Punitive? Doubt it. Why do you think so many tenants use their deposit
as the last month's rent -- landlords have a field day on deposits. It's
the biggest scam going.
