Haven't checked recently, but there's a fact sheet on security deposit
requirements in the CTRC section on the web page. Not all deposits are
required to be kept in a bank account. It depends on jurisdiction and
size of building. As for getting the money back, some tenants just
avoid paying the last month's rent, thereby putting the shoe on
the other foot. Even if leases prohibit this, I think the owner
would still have to prove physical damages, assuming the deposit
covered the last month.
