Yes. Contract rent is defined in the HVS as the lease rent. Gross rent is the lease rent plus utilities and fuel, if paid separately, such as electricity, gas, water and sewer, and fuel (gas, oil, etc.).

Gross rent is the factor thought to be most reliable for measuring rent burden in general terms, because housing cost rarely exclude utilities and fuel.
