Clean and "orderly" are not the same thing, although they overlap.
This sounds like a bunch of nonsense, but one person's notion of
clean is different from anothers. You do not need to be anal retentive
about things and yes you are allowed to allow things to lie around. But
if it attracts vermin or is stacked so high that it's a fire trap,
them it could be a problem. The criteria should be... is it a nuisance.
