Both DHCR and HPD are supposed to handle it, but our wonderful government
(both parties, not just Giuliani and Pataki) have allowed the inspectors
to dwindle to the point where you just can't get an inspection unless it's
part of a court case, so be prepared to force the issue in court if the owner
won't respond to complaints.
